I. GENERAL PRESENTATION:
Médecins Sans Frontières (MSF) has worked in Lebanon on several occasions within the last decades. The latest emergency response of MSF teams has been during 2006 summer war where MSF brought medical and humanitarian assistance in and around Sur, in Saida, Jezzine, Aley region, Beirut and Baalbeck. MSF teams provided relief items and medical care including psychological aid, supported health structures and sought access to populations trapped in conflict zones, the displaced and the returnees.
More recently MSF' headquarter in Switzerland launched a broader assessment in Lebanon in a view to fill in gaps in humanitarian response. Following a 4 months assessment, MSF Switzerland decided to start a mental health project in Burj al Barajneh neighbourhood in a view to expand its program in other regions. Thus, MSF Switzerland will continue to assess emergent medical needs of the Lebanese population and propose actions in its capacity.
During its previous work in Lebanon, MSF Switzerland collaborated with health authorities, professionals and researchers on health and is dedicated to do so in the future.
II. MAIN RESPONSIBILITIES:
· To contribute to the planning of the MSF country operations, including the reviewing and updating of the Annual Plan of Action and Budget, 3 Monthly Reviews in consultation and collaboration with the Coordination team
· To actively support the project team's activities in setting up protocols, medical data collection systems and methods of analysis, project evaluation tools, revision of job profiles, recruitment and training of MSF staff
· Carry out analysis of data collected, calculating indicators, lead the project evaluation and monitoring
· Together with Field coordination team and Head of Mission lead the organization of adapted training activities on mental health for MSF's medical and non medical partners active in project area
· Together with the Head of Mission, represent MSF with relevant medical bodies and health authorities, maintain relations within medical networks
· Together with the coordination team, to work out and implement an Emergency preparedness plan and develop human resource capacity for emergencies among the medical team.
· To participate and actively coordinate exploratory missions, medical situation assessment assessments and project proposals, know and apply rapid assessment tools and procedures (e.g. population count...etc.)
III. REQUIREMENTS:
· Experienced Medical Doctor, minimum 3 years post registration clinical experience as a general practitioner, MD with specialization preferred
· Post registration experience or additional specialization in Public Health, refugee health or mental health is an asset
· Valid certificate to exercise the profession, registered with relevant authorities in Lebanon
· Prior experience with NGO's or volunteer work an asset
· Strong management and co-ordination skills
· Arabic native speaker, fluent in Arabic and in English (written, spoken)
· Diplomatic, good social skills, creative, flexible, able to improvise and to cope with considerable stress levels
